For games, I can understand the reasoning behind different cultures or the very large costs associated with marketing and distributing a game overseas.<br /><br />With movies it is a bit different. Yes, most foreign films don't make their way to the US (with the exception of distribution companies like Criterion), but the beauty of foreign film is that you don't have to market it over a wide audience.
